Logistics is a system for optimal operation, and the cold chain logistics is also a system which consists of facilities & equipment, operation software and regulatory systems. This shall be emphasized to correct partial understanding most people have recently that the cold chain merely means refrigeration facilities and refrigerated transport. Before covering construction of an effective cold chain logistics system, first I will explain its characteristics.

 

1. It is an systematic combination of technologies, equipment, standards and regulations.

2. It is a “keeping” system rather than a “treatment” one.

3. Characteristics of the system have close relations to types and features of products, so cold chain logistics systems except a minority of general ones are specialized.

 

1. Value hardware and neglect software; value equipment and neglect management; value link operation and neglect operation between links.

2. Insufficient dissemination of cold chain knowledge; inadequate understanding of the relation the cold chain logistics has to safety of people’s life.

3. Poor enforcement of existing standards and regulations; lack of monitoring and supervision.

 

1. The cold chain logistics is a system where any breakage is not allowed. Technical standards for operation and codes for link engagement shall be developed in the view of logistics chain management.

2. Dissemination and introduction of cold chain logistics knowledge shall be enhanced, and knowledge level of competent authorities, cold chain logistics operators and distributors shall be raised. Customers’ self-protection awareness shall be raised through strengthening of propaganda to facilitate their market surveillance.

3. The cold chain logistics system shall be constructed scientifically and rationally from the beginning to the end on the basis of product types and requirements and circulation modes.

4. Scientific research on cold chain logistics, especially on integration of information network system shall be strengthened, and equipment shall be tailored according to local conditions.

5. Development of testing, monitoring and tracing systems is very important for ensuring quality of cold chain logistics operation.

6. Governments shall support construction of cold chain logistics and give a certain amount of aid to cold chain logistics companies.
